The <award name>@USR denotes this (IARU-R1) as a custom award, so the 'update references' route is not open to me.
That leaves my question regarding the feasibility of bulk addition of Custom QSO Award(s) by some other means.

What you could do is bulk edit the comments or notes fields to contain the IARU1_USR@xx Then in the Field to update window use the 'Rebuild references from QSO notes' or 'Rebuild references from QSO comments' features Selecting candidate records, I put IARU1_USR@xx in the QSO Notes field, and then ...

Austrian Provinces.
Unless I'm mistaken, the Austrian Provinces Award is not really needed anymore as the WAAS Award (ref: http://www.oevsv.at/oevsv/diplome/) contains the very same values. I searched the internet and couldn't find a reference to Worked all Austrian Provinces, and arrived at the OSVS website.
