I`m almost sure

It has taken some time (2012) Just hope they set the start date to 2012 (I worked Z60WW and Z60K on several bands)
They are already in the IARU Member Society and in United States Department of State List of Independent State in the World.

So I`m hopeful

Maybe you use the wrong OS LoTW application.
