New SOTA Associations

SOTA have announced the addition of two new associations in Brazil, PP2, Brazil - Goiás and PQ2, Brazil - Tocantins
However they have not yet added the actual summits for those associations to their summit list, so even though I have added the associations to Log4OM the actual summits will not become available until SOTA update their list
