cluster highlights versus filtering

in the cluster window we have many options to handle incoming spots and we can highligh them (customizing for example) and filtering (reducing the rows)
would it be possible to filter spots using the custom highlight rules ? and make the choice of it (filter or highlight) ?
I explain in another way:
could have rules (log4om , like continent spotter, or custom) to be applied to incoming spots and user coud choose if use them for filtering (reducing rows) or hightlighting ?
