Yes... i supposed the workflow for received QSL is started when you receive a bunch of QSL from your mailbox.
The workflow for outbound QSL is not "strictly" related to received QSL, except in the case you reply to QSL only when you receive the QSL from the counterpart.

I personally deprecate this, so in my software the 2 paths are different
