There is no quoted source for this custom award, but I assume it's to support the VERNON VRZA award (https://pacc.veron.nl/awards/) however (according to VERNON and Wikipedia) The Netherlands has twelve provinces.

The mssing province of GELDERLAND needs to be added via the Utilities-Award Manager to complete the set.
