Prefix lookup fails

Started a new V2 database. Tried typing some prefixes and they all failed country lookup. It appears the country xml lookup is not working.

1. Complete the Settings/Program Configuration/info providers tab
2. Complete the Settings/Program Configuration/Configuration tab
3. Restart the program
