Propagating awards

Having a hard time figuring this out and have read the manual with no success.

DXCC, WAS, WAC all work as I would expect and the countries, states and continents are automatic for these awards.

I was just messing with WUST expecting to see W or V for any of these US territories I have worked but I see nothing.

Looking at the award management utility I see a reference list of all these prefixes so I assumed it would be automatic.

So for awards like this do I need to manually add that award to each of these contacts?

Not a big deal, just trying to figure it out.
