I see that v2.4 is available, but ....
1. Why didn't V2 show an update was available when I started the program?
2. Not seeing any mention of the release in this section of the forum.

Is this suggestion that it's better to stay with 2.3, until some minor bugs have been fixed?

No it's because you have not set the notify of updates checked in the program configuration
