WCF Windows 8.1 Problem

I have run Log4OM without problem on a W8.1 laptop but all of a sudden I cannot access the WCF config even though in the Services page I can appear stop/start it. Admin rights have been checked, also the antivirus config (Bullguard)
In Comm Services only one indicator is green and if I click on the tab it shows "Connect TCP"

W8.1 has the latest updates. .NET Framework has also been updated recently to 4.7.2

Issue exists with Log4OM 1.34 and 1.33.1

Any suggestions very welcome

Problem resolved! I was away from home when I found this problem on my laptop, on checking my home PC I found I had the same issue.

The problem is due to latest version of Bullguard Internet Security even though firewall rules are clearly set to allow Log4OM.
Have re-installed previous version and all OK.
Sorry for wasting time.
