Austrian Provinces.

Unless I'm mistaken, the Austrian Provinces Award is not really needed anymore as the WAAS Award (ref: http://www.oevsv.at/oevsv/diplome/) contains the very same values. I searched the internet and couldn't find a reference to Worked all Austrian Provinces, and arrived at the OSVS website.

Hi Bob,

as you say. It looks like the WAAP is renamed to WAAS. They have changed from "Provinces" to "States" but looks
like it is the same. So normally the "Austrian Privinces" can be deleted.
