Ah, by the way, the application runs fine for some users with any number of QSO's...
so once again is really hard to identify what's the problem and, by the way, on what side.

What I found was that if the LoTW entries were new ones it was fine with any number of entries.
BUT if the entries were already in LoTW then trying to add them again caused the failure.

In my case I was running WSJT-X with GridTracker and was adding the QSLs to LoTW in GridTracker. I was adding them in Log4OM as well so that it was up to date. It was adding duplicate entries that caused the issue. Stopping the automatic update in GridTracker and only doing the upload in L4OM allowed it to work.

IIRC it was fine if the entries were added by generating the update file manually. I suspect a timing problem somewhere, maybe TQSL takes longer when processing duplicates.

This should be easier to test because the same entries can be added over and over again.
