Backing up a bit, I had to look up the IC-820 - its a VHF/UHF radio, right? I have no experience with the radio. And I surprised you want CAT control on such a rig, but that's your choice. This radio is not listed as supported on the OmniRig website. However, I did find the IC-820.ini file on the latest ini file download on the OmniRig website.
Suggestions - Make sure the Baud rate set in OmniRig matches that of the rig. Check the IC-820 manual for CI-V commands and check the IC-820.ini file to make sure they match. Use a com port sniffer to see the traffic on the port. That is about all that I can think of. I've been through this process on other ICOM rigs, but its been a while. Good luck.

I try to edit the, ini file but when i restart i didnt find the modify file in the list
