Why North Holland, South Holland, North Brabant instead of Noord Holland, Zuid Holland, Noord Brabant.
Another remark : the province of Flevoland exisits as province since 01/01/1986 (before 1940 you even had to put /MM behind your call there )
So are you sure valid from 1900-01-01 is correct ?

I checked some more details on the award, but there is no date restriction for the province of Flevoland.
But if it happens someone does have a QSL from before that time and needs Overijssel they could use some areas of Flevoland that were part of Overijssel before Flevoland was a province.

Something else I found about that award might be interesting to add to the definition (no idea how this specific part should be implemented) :
The club-stations PI4VRZ/A and PI4CQP/A may be used as a joker or substitute for missing province.
But if it happens someone does have a QSL from before that time and needs Overijssel they could use some areas of Flevoland that were part of Overijssel before Flevoland was a province.

You can use these two stations as a joker, so you can assign any province you want.
