If the Award reference search field doesn't take the prefix of the activator into account, then a manual search of the SOTA reference can be found and selected. Currently the record cannot be saved because 'Data missing' because there is not SOTA reference selected.

That is 100% surely possible Terry. The activator must be in the activation zone. That zone doesn't stop at the border of a country; only at 25m lower than the summit altitude. How to log a SOTA chase contact of an activator who's activating a summit outside the country he's located?
For example DL/ON4UP/P activates ON/ON-009 which is in reality very possible.

When entering a Spanish callsign in the QSO window, the SOTA association and region tabs are not filled anylonger.
