Communicator: ADIF File Polling

Have tried to poll my WSJT-X ADIF log containing around 700 QSOs. In the Log4OM log I saw later that the entire file was parsed and every QSO failed the unique constraint because they were all in the database already (added via UDP). So far so good, should not happen on subsequent polls.
2 questions:
(1) What is the meaning of the "Starting position" parameter in the ADIF File Polling settings? File size in bytes at the time of the previous poll?
(2) How frequently is the ADIF file polled?
