I think I've got it finally.
1. The Local account needs to be a type Administrator not Standard User.
2. Log4OM must be installed while logged on under that Local account with type Administrator.
At least that is what I finally did and it work (so far).
I assume that only one Windows 10 account can use Log4OM but I'm not going to try.
I had tried both installing from the Windows 10 computer Owner's account and I had tried installing from the Local Account but prior to making it an Administrator. Neither of these worked (many tries with firewalls up/down. protection on/off, etc).
