country_user file is no longer taken into account

it's very annoying that Log4OM does not take into account a Country_user file because we always have problems with the state = PERM field.

As I explained in detail (see viewtopic.php?f=31&t=7400&p=39334#p39334)
PERM is European Russia not Asiatic Russia AND CQ area can be 16 or 17, then it is simple to modify the Country.xml file but since it is updated regularly the modifications are overwritten.

Couldn't Log4OM take into account if a Country_user file exists as it does so well with the State.csv file?
