Bolivia use both 10 and 14 ITU zone

You can make the change in the country.xml file yourself ...

I've done that with my installation. I also kept the original country.xml filename and made a copy and named it: country_user.xml .... Reason for that is when Lele is able to have time to update the core files it won't impact the file I've adjusted and added the _user name.
