I have created a tool for sending QSL cards from the Log4OM2 database. I do plenty of FT8 QSOs and I do not want to overload any regular operators with QSL cards for the same daily activity.
So I am looking at Logic on reducing the number of QSL cards sent out.
I am thinking only send a card (I am looking at emailing cards) only if I have not QSL'ed with this person before.
What I am thinking QSL Before means is:
Same callsign, same band and same mode.
If I have alreay sent out a card for that callsign where band and mode match, skip sending this card and mark record as a NO for send QSL cards.
Does this seem logical. Am I missing anything?

Yes seems the correct logic except I would mark where you have sent cards as QSL sent status 'Yes' so that they dont show again
