N1MM spot broadcast protocol support

Hi Team,

Thanks for all your hard work on Log4OM, a great piece of software.

Would like to request support for the N1MM Spot broadcast protocol as a UDP Outbound connection handler.

The UDP packet XML is defined here:

Should be fairly easy i would think to implement a handler from the Spot subsystem to send this out to programs that support receipt of a spot broadcast (SmartSDR namely).

UDP port 12061 is used by default, but can be customized in SmartSDR CAT settings.

That's the basic functionality. Maybe (if not already, as i'm new to Log4OM) to be able to filter spots sent via the outbound connection handler that apply to DXCC hunting etc, but that's more advanced functionality.

It's a bit cheeky, but sneaking in the Reliability score (in the comment field?) in the spot broadcast would be immensely useful.

Maybe tack on a (REL:43) so when the spots show up in the receiving app there will be some indication of computed reliability without having to switch into the Log4OM Cluster window.

Agree that can get a bit confusing as a comment (cant see another way), but it would be nice. Maybe a user-option that's off by default.
