What windows operating system are you using?
Why are you installing to that directory path? it should be C:\Program Files (x86)\IW3HMH\Log4OM if you are using Windows 7, 8 or 10
With Windows 7 and above you should right click on the unzipped file Log4OM_1_26_0_0.exe and select 'Run as Administrator'
