I think its repeatable so you can try it.
- Enter a callsign you have worked before
- Click the green WKD.... link to get the worked before popup
- Make sure you have the "keep on top" selected so it has the blue around it
- Right click on the column headers and "edit table layout"
Now see if you cant get to it via task bar, ALT tab or any other method.
And to make it worse you cant close either box without using the taskbar x.

In version 2.4.0.0 the Worked Before window will no longer default to Stay On Top. That option will still be selectable if desired. That change should help with the issue of the Edit Table Layout dialog opening underneath the parent window.
The Worked Awards window still defaults to Stay on Top, so I'll let Daniele know about that.
