While using the program, all of the features that I use seem to operate normally.
However, when I exit the program, via menu or via "red X", the exit stalls and doesn't proceed beyond this point. I have to resort to Task Manager to exit.

You might have a couple things working against one another, but I'm not sure.
I don't use the 'Request' option for dealing with my QSOs. I'm kind of old-school in that I use "Yes" it has been sent or received and "No" it has not been sent nor received.
An OM can choose either method of using Yes/No/Requested, but it has to be consistent.
Below are screen clips of my settings for Confirmations and note that you also have to have the option noted under your LOTW tab. Of course when you 'manually' upload/download to LOTW (or any source) you have to change the options located in the drop-downs to match your settings.
I also never use the "auto-upload" for any service as I prefer to keep my fingers/eyes on my uploads and downloads.

This has been happening since version 2.27.1.0.
At the time, I reported this on Facebook's Log4OM Enthusiasts forum, but no one took it seriously. To avoid this problem, I set the settings so that UDP transfer and TQSL interactive mode are not used.
Now there are no problems except when the LoTW server is down.
