Log4OM Communicator not connecting to Log4OM

I'm trying to get Win4K3 Suite, Log4OM and FLDigi to play nicely on my new computer. I think Log4OM and Win4K3 are OK, but there seems to be a problem with FLDigi and Log4OM Communicator. It appears to be network related and it may be relevant that Kaspersky Total Internet Security 2016 is installed.
The symptoms are that Communicator fails to connected to Log4OM over TCPIP. The log shows The end of the error line shows the connection to 127.0.0.1:8081 was actively refused.
To test if it was the firewall, I disabled the firewall temporarily but it made no difference.
