Problem communicating with the PC and Radios

I just build a new pc and downloaded the Log40 program, did everything according to what I used to have, (I took screen shots pictures from the Log40 setting). In my pc devices my radio cables are working properly according to what it shows, but my radios are not communicating.
On my Log40 settings (Services) the WCF Service Status shows "Stopped" and on the lower right where the Start Green button is located every time I press it shows the Application is already running meaning the Log40 Communicator. What am I doing wrong?
