keep unworked mode on band

Is there a reason that "keep unworked mode on band" has to be tied to keep unworked bands?

I am more interested in unworked modes than I am bands (at the moment)

Sometimes the list can get pretty long when it shows unworked bands. Seems it could be either/or/both?
