UAC pop up

Yes I did install the program as administrator, yes I did fill out the info needed for station and user, and yes I did create a new, profile and database, all after uninstalling and reinstalling the software, twice, and yes I restarted the computer.
Now I get a User Account Control pop up, that I didn't get before, "are you sure you want this program to make changes to your computer?"
This happens whenever I run the program as administrator or otherwise.
If I could find out how to do a clean install this might go away.
How do I do a complete and total uninstall?
