Cluster "Reliability" does not match Prop

Should the "reliability" value presented in the cluster view approximate the reliability calculated in the propagation view? (F9 - Circuit Reliability graph) Mine does not. Right now V31 to here shows 85% in the cluster window and 0%, just starting to ramp up in the next hour. If the column is not useful, I'll just move it out of view, but was hoping this would be useful information. Is it possible the UTC offset is not being done correctly for one of them?
