Country Statistics: Color coding for confirmed

The color coding for countries confirmed in the tree view of the Country Statistics tab of the Statistics window seem odd to me.
I believe in V1, the parent country's color would indicate if that country had been work and/or confirmed on any band and any mode. V2 only seems to color a country green for confirmed if all QSOs made for that country are confirmed. See the following image:
Above I would have expected Moldova to be green since I have at least one QSO confirmed with that entity (20m).
Is this a bug or is this the way it is suppose to be implemented?
