When I send a Spot, where does it go? What Cluster? Where are the settings which govern the sending (not receiving) of spots
SOTA is the first in my list of 3, and my first spot went there.. does it go to the first one in the list?

Yes it goes to the primary bur remember that you must be registered with the cluster system to send spots
