R90BRZ and CQ Zone

Hello, I would like to understand why with R90BRZ contacted on 3/18/2022 I have Country = European Russia and CQ Zone = 17 which is correct
But why in the QSO of 11/3/2022 I can't put the CQZone = 17 I only have 16 while COUNTRY is also European Russia
