Newly Added Filters

I have a question about two of the newly added filters - "Not worked" & "Worked Not Confirmed"
Here's my scenario.On 12m I have 49 states worked / verified (via LOTW) I need Delaware - no contacts on any mode on 12m with this state.
If I view the Award Status and select "Not worked", Delaware is not shown - in fact nothing is shown.
With DXCC I have a few "worked not confirmed" that don't show up.
I think my understanding of how this new feature was designed may be lacking some understanding.
Suggestions?
