Import New Award Refrences Problems

I'm on the lastest version I believe 2.27.1.0
I'm trying use the awards to track who I've worked in an organization. I have a file with the information in it that previews fine (see attachments)
I'm assigning the callsign to Reference Code, DXCC number to DXCC and the Full name to Reference description. When I import I get "ROW: 142 SKIP: Not enough info -> EA4BB2981NandoArroyoEA281Nando Arroyo" for example for all rows.
What am I missing?
