Changes to the States.csv file

I don't know if this is of interest to OMs but given the different names of the Russian Districts, I modified the States.csv file
(I also modified the Country.xml file and I also modified the awards files to be in confirmation with reality)

I'm just giving an example here with the States.csv file, I added the district abbreviation as well as the number of the CQ and ITU zones so that in one go I can directly enter the correct "Oblast" with the correct zones

This is very useful for those who seek to perfect the RDA award

The advantage with the current version is that you can save your files in "_user" name , so that they are used each time instead of the "official" files and this without overwriting the original files.
It is also valid for diplomas and it is really great

For example I contact RM9WF I know that he is on BA State, I Select the "BA" state and I know he is on Bashkortostan Republic and on ITU zone = 30 and CQ Zone = 16
If Log4OM does not give me the right areas I can correct them directly before validating the QSO

Dan,

Excellent work you have done with the "_user" named data files.

Dealing with the Russian Districts can be a daunting task as are a number of others in various countries about the globe.
