User Chatbox don't work

Hello,
Can someone tell me if these settings are correct, because I did a test with a friend.
I sent him a text, but it didn't show up on his screen when he opened the chat box.
He also received no notification via the red box.
These are my settings.
Probably the first 2 are correct, but I'm not sure about the rest.
[CHAT]
SERVERADDRESS = ws://oams.space
START_PORT = 18360
RANGE = 10
DEBUG_PORT = 18280
I have also sent messages to other om's in the list, but no reply.
So I think there is something wrong with the settings
