Under V1.17, you have to manually drag the movable margin between the DX Cluster section and the section immediately to its left if you resize the program window; to show all information within each row. How possible is it to have auto resizing / word wrapping to a secondary line for a given row / program window width?

Yes, but rows will "continuously" increase to fit new spots. Some users has small monitors and not so much space, so we kept "fixed" size following user preferences.
Right click on the row will show you the spot notes, that usually are the part that require resizing
