Again slow QRZ lookup - I may be found the problem

Hello,
from time to time I've read about this issue that I've finally encountered on my installation.
Suddenly and unexpectedly, the waiting time to see the station info, move from a few seconds to more than 3 minutes !
I've tried several solutions, including reinstalling or disabling the antivirus but nothing changed at all.
At this point I've enabled the log level to debug and launched a test using a qrz that I was sure to be not present in the local cache.
Observing the log I could see that the QRZ.com lookup took about 400ms as expected, then the 1st qrz image download try, took about 40 seconds (this may depend from the cdn node used to download the image that may be not get pre populated) but the worst thing were 3 tries to access HRDLog, each one standing for more than a minute, the following is one of the 3 tries shown in the log:
HRDLog update status not triggered. Check internet connection / HRDLog settings / CAT running status
The problem in my case, I guess, is that HRDLog is not configured at all, indeed I'm not using it, I've searched in the settings but haven't found any other place than "external services" where HRDLog configuration is mentioned.
I'm quite confident that getting rid of HRDLog will solve the problem, but here one of the product's men should help me to understand how to do it.
If needed i can provide the full log showing the behavior.
