I tried to follow manual to add a new mode but no success..
I'd like to add JTMSK mode, to be displayed in my logbook as JTMSK, but exported to lotw/eQSL as JT9..
Have two files.. ModeList_user.csv and modelist.csv.. where and how to add JTMSK mode?

modelist_user is the "override" file for modelist
Modelist will be deleted/recreated on every log4om reinstall (new releases), while modelist_user will be keep.
Log4OM searches for a _user file before loading the standard one, so your installation is using the _user file.
If you don't have changed anything i suggest you to replace the content of the _user with the normal file and work on the _user file adding needed informations
Mode seen in Log4OM is the first column, while ADIF export (2/3.x) is managed by 2nd and 3rd+4th columns
