Selected QSL for award by Log4OM different than LotW selected

As an example for the DXCC 15m award, LotW reported UU7J as the granted QSL for the award while Log4OM reported US5UC

When examining the 'credit granted' field the following is the values for each QSL

UU7J: DXCC,WPX,DXCC_15M,DXCC_CHALLENGE
US5UC: DXCC,DXCC_RTTY,WPX

It appears as if UU7J is the more specific pick for DXCC 15m. I have noticed this in a number of records, generally it seems as if records with that are newer might be taking precedence i.e. I'm speculating the software is seeing DXCC seeing the QSO was on 15m and calling it a match, despite the fact that there may be a more specific match i.e. DXCC_15M down the log

I believe we use the first occurrence of the requirement and ignore later entries but only Lele can answer this one
