How to change default RST for C4FM mode

hi,
I know need to edit rst_user.xml but I cant find what I need to enter and where.

Currently C4FM mode the default RST is 599, I'd like to set it to two digits the same as FM.

Still no joy changing the default RST for C4FM.
I opened the modelist and tried combinations of C4FM;FM;FM etc restarting log4 each update, but still I get 599 rst when I select C4FM and not 59 rst like FM.

What am I missing?
