Bob,
There is at least two issue at play here. One is your ability to upload to LotW. Have you tried to upload one or two QSO's from a file directly via TQSL. Its always good to do this to confirm its not an issue with your TQSL install. Let us know.

The second issue is that all of your QSO's were imported with the "Requested" for confirmation. You can use the QSO Manager and do a Single Field update - Massive or Bulk Update on the selected records, to change all those "Requested" to "No". You will have to repeat for different QSL types. See the User Guide on Bulk Updates on Page 94 of the current Guide.

As for QSO's logged going forward, you need to change the program Default settings - Configuration, User Configuration, Confirmations. Set each of the Type - LotW, eQSL, etc to the desired default confirmations. I have all of mine set to "No". If I want a confirmation, I can set the specific QSO to "requested", if I mail a card, or submit a OQSL request, etc.
