I downloaded the portable version in the download folder (so on C:) I have a Pb at startup but we can't see exactly

If I delete the file generated by Log4OM and quit L4OM then I restart L4OM; L4OM therefore creates this file since it does not exist and there the transfer goes well
On the other hand, on the next "turn" I do get the error
Here are the steps I do
1) I leave L4OM
2) I delete the local file which was previously generated by L4OM
3) I reboot the PC
4) I launch L4om
and there the transfer is done well
5) I leave L4OM open and on the next transfer I have the error and then I still have it

I confirm that the problem is indeed on my PC (windows11)
1) I installed L4OM on another PC and it works fine
2) I uninstalled L4OM on this base PC
3) removed L4OM in appData
4) deleted IW3HMH in program Files
5) Reboot
6) Install L4OM
7) Recovery of my config.json file
8) PC reboot
9) Launch L4OM
AND
I still have the same problem
So it's a problem on my PC but I'm not expert enough to know what to do
If you could help me that would be fine

after many hours spent on this Pb I still have the same problem
If I reboot the PC and launch L4OM, the FTP transfer to my site goes very well, no problem
If I let it run, the second time L4OM says that it does not have access rights to the generated file, and yet the file is generated
Whatever the disk used, whatever the folder used I always have the same behavior
and obviously I only have a problem with this function of L4OM
