Preferred Bands selection not saved

Running 2.29.0.0

Open Settings > Program Configuration > User Configuration > User Preferences

When I select all bands using the green check icon and click "Save & Apply" the "Preferred Bands" selection is not saved.
If I select a few random bands, click Save & Apply, the selection is saved and the check boxes appear ticked but "0 items selected" appears.

The same behaviour is seen when selecting Modes.

Because leaving the selections all empty is the same as checking everyone which is default.

So checking all = Default of ALL unchecked which means display all

I am sure this is in the user guide and detailed in the config menu
