Processing Paper QSL's Paper

A prior post from G4POP in September 2013 had a link to a paper about processing Paper QSL's: Processing Paper QSL’s in Log4OM.pdf.zip I tried downloading it but my Windows 7 machine could not extract it as it said there were unreadable characters in the file. Does someone have a readable version they can post or send me?
