Sounds like a Firewall is blocking it, can any other program's connect to the radio from the same computer using the same interface..

It's a firewall issue OR you need to run as administrator.
The "actively refuses it" it's sent when your OS is blocking incoming requests made via TCP/HTTP

Firstly run Log4OM as an administrator - Pages 18 & 19 of the user manual explain how to do this.
If that does not work try turning off your Firewall for a short time
Have you tried Omnirig?

I notice that you have posted a problem with HRD also which makes me suspect that you have a DTR/RTS setting incorrect!

terry when i run hrd i have to click the tx button on radio screen to get the radio tx to drop out of tx and then it runs ok help thanks jack

Yes I read that and it indicates an incorrect setting of DTR or RTS
