Ok after some reverse engineering it looks like Log4OM really evaluates the age of the last upload date in lotw.txt.
Calls with a LOTW upload date older than 1 year are not assigned with the "LOTW User" attribute set.

Yes it's correct.
LOTW file is downloaded from ARRL daily, it reports last update.
An user that has last upload more than one year ago is considered not working as LOTW reliable partner.

We don't rely on QRZ info as those are manually set sometime years ago.
