That only tells me

"No connection could be established because the target computer expressly refused it"

You did not have Trace mode turned on and you did not send me ALL of the lines from the start of close down to this point

However if you were actively refused it would seem that it was probably something set wrong in the Log4OM config most likely the station location is different to that in the TQSL program

You seem to be experiencing an abnormal level of problems, dont you have a local ham with PC knowledge that can assist you?

I did some tests again, and... it looks like the upload upon exit now works. There is presently a few minute delay between uploading and showing on the LoTW site, but it is working.
I swear to god I have not touched any other parameter than the 2 mentioned earlier.
