Hi All,
Using V2.6.1 and trying to bulk edit.
I bring up QSO manager and apply a filter MyState Not Equal NJ and it finds 1666 entries. on the main QSO Manager page I hit select to select the entries and click update Info in upper left. I get an hour glass that will eventually go back to the cursor but the bulk QSO edit box never comes up.

Sorry but I dont understand this last part, do you mean the window disappears?

Let me elaborate. It was late last night/this morning when I sent the message.
I am attempting to bulk edit my log for entries which have MyState blank (should be NJ)
I open QSO Manager.
I create a filter MyState NOT EQUAL NJ and make sure it is added to filters and checked.
I close the filter window and refresh. It finds 1666 entries that have MyState not set to NJ.
I click the Select/Deselect to select all.
I click Update Info in upper left.
I get an hour glass for several minutes then it goes back to the normal cursor. The bulk edit window never opens.
I hope these steps better explain what I am doing and seeing.

I just replicated your steps (sort of) and did a change of over 1900 Q's.
- I created similar filter for MyState <not equal> TX.
- Added filter to box and closed the filter window and window automatically refreshed (I did not tap refresh).
- I clicked on Select/Deselect to select all Q's found via the filter.
- I then clicked on the Update QSO Tab
- I then selected the field to update from the dropdown: "MyState"
- I entered in TX for the new value.
- Then I tapped the "Update" button.
- Process began and update was successfully made.
I think you missed a step in the process. Screen clip below shows portion of results following the process I noted above.
